Fourteen affiliates of the country’s premiere state university authored the position paper. They include a physicist, a lawyer, a statistician, medical doctors, economists, biologists, and students. The 1,245-word paper lists 86 references mostly composed of scientific journal articles.
The paper argues that (1) population is not an obstacle to development, (2) government has to channel limited funds to job creation and education, (3) fertility rates in the Philippines are progressively decreasing, (4) government has to channel limited resources to address the leading causes of death, (5) condoms are not a wise investment, and (6) oral contraceptive pills have been classified as carcinogens. The paper, which does not necessarily express University of the Philippine’s official stand on the issue, is published online at <a href="http://www.ipetitions.com/petition/upiansonrhbill/.http://www.ipetitions.com/petition/upiansonrhbill/.</p>
